The Next Bin Laden Raid: Will SEAL Team Six Strike Chapo Guzman in Mexico?

The conflict in the Middle East is winding down, US forces are withdrawing, and wars are being handed over to various proxy forces to fight in the context of the so-called Arab Spring from Egypt, to Libya, to Syria.  Once Syria falls, more than likely after the US Presidential elections are complete, the Arab Spring with US covert assistance will almost certainly shift its focus to the gem of Eurasia, Iran.  But that is another story.

Meanwhile, the policy makers and official white papers are talking about a strategic pivot, a realignment of US forces to confront a real or perceived growing of Chinese spheres of influence in the Pacific Rim.  This has already begun in earnest with China feuding with the Philippines and several South East Asian nations regarding territory disputes, mostly related to islands in the South China Sea.  Another realignment of US military and intelligence assets is to the Southern Cone, Central and South America.

The third realignment is to turn the surveillance and intelligence gathering techniques and tactics developed for the War on Terror inward for domestic use, mostly under the banner of cyber-security.  The defense establishment will not simply let contracts expire and shrink their margins, rather they will seek out new venues to apply the same methods of operation.

SOF realignment? 5th Special Forces Group Commanders In-Extremis Force (CIF) Team training for maritime interdictions.

The second realignment involves various Unmanned Aerial Vehicles being reoriented into the Southern Hemisphere, but there are also a number of rumors that just don’t want to die.  Has the Asymmetrical Warfare Group been south of the border to study cartel tactics, techniques, and procedures?  Are Spanish-speaking SEAL Team Six operators working with FES, Mexico’s Maritime Commando equivalent?   Many attribute the Mexican Marines, and other military forces recent successes in capturing high value targets to close cooperation and assistance from American military and intelligence sources, much of which was hashed out as a part of the Mérida Initiative.

All of this happens in the background of the so-called Fast and Furious scandal in which the ATF first ordered American gun shop owners to sell guns to straw buyers, and then intentionally allowed them to be smuggled across the border into the hands of cartel sicarios, or assassins.  The excuse given by ATF and the Justice Department was that the weapons were allowed to “walk” across the border so that law enforcement officials could track them to the recipients and use the information to make arrests.  This excuse is just that, a pathetic cover story for what actually happened.  Why was no effort made to Tag, Track, and Locate the smuggled weapons?



The Sinaloa cartel is the oldest cartel in Mexico, with the deepest institution ties.  This is a nice way of saying that the cartel cuts checks to government employees on both sides of the border.  This cartel has been waging a war against their rivals and the idea that America is interested in managing the war on drugs rather than ending it is an old one.  To that end, has the Sinaloa cartel been receiving covert assistance to help them wipe out their rivals and consolidate the drug trade under one organization?

Mexican President-Elect Nieto Pena with Sinaloa Cartel Honcho, Celaya Valenzuela who was busted in Spain this week with 337 Kilos of cocaine.

Answers are not forthcoming, however some leaked information shows that CISEN, the Mexican Intelligence service along with American agencies may have their cross hairs on the Sinaloa cartel, whether or not they have actually been allied with them in the past.  According to leaked StratFor e-mails stolen by the hacker group called Anonymous and subsequently released by Wikileaks we have an interesting account about a CISEN agent meeting with American officials at the El Paso intelligence center described by Wikipedia as, “a federal tactical operational intelligence center…hosted at Fort Bliss. Its DoD (United States Department of Defense) counterpart, Joint Task Force North, is at Biggs Army Airfield. Biggs Field, a military airport located at Fort Bliss, is designated a military power projection platform.”

The Mexican counter-part to the El Paso intelligence center is more than likely the Office of Bi-National Intelligence in the business district of Mexico City, alleged to house the DEA, CIA, FBI, and CISEN under one roof where they receive direction from NORTHCOM, perhaps with National Security Council involvement.

In one of the StratFor e-mails, a Mexican diplomat identified as Fernando de la Mora writes, “Information about US military involvement in Mexico is provided only as a need to know basis. The Americans have been adamant about this, and we agree even more. Therefore, I can confirm that there is Marine presence, but I don’t know if it is MFR [Marine Force Recon].”

Take it for what it may or may not be worth, but I think this non-military diplomat may be confusing Force Recon with a certain Naval Special Warfare unit.  To clarify, Force Recon still exists as a part of the Marine Corps and goes out to sea with the Navy to provide a Direct Action capability for the fleet they sail with as Navy SEALs no longer provide this function on any regular basis.

Additionally, Borderland Beat reports that according to well placed military sources, the Pentagon has drafted a plan to capture Chapo Guzman that reflects the same template used for the Osama Bin Laden raid.  According to this report, SEAL Team Six would insert via helicopter into the mountains of Sinaloa where Guzman is believed to be in hiding.  Like with the Bin Laden raid, this would be a “kill” rather than a “capture” mission, the entire affair watched over by NORTHCOM in real-time transmission from UAV’s flying over the objective area.

A raid of this nature with American SOF taking point makes sense as six previous attempts to capture Guzman by the Mexican military have failed, generally thought due to leaks and tip-offs to the enemy.  However, Americans operating unilaterally inside Mexico would be a clear violation of the Mexican constitution and would set off a political firestorm due to a past history of “yankee imperialism”.  To this end, the American operators may disguise themselves as Mexican commandos and quickly hand Guzman’s body off to Mexican authorities, allowing them to claim credit for the killing.

According to Brandon Webb’s contact, “There have been units operating in south America for some time now but the SEALs  doing this (by themselves) does not add up and I’ve heard nothing on this.”  This statement is probably correct, the proposed Guzman raid, is just that, a proposal for a contingency plan.  This does not mean that troops and assets have been committed to this military action at this time.

When taken together, this information makes it clear that if the Guzman raid is authorized like the Bin Laden raid, there will be safeguards in place to make sure Guzman comes back in a body bag.  The reasons are not tactical but rather strategic in the political sense.  Osama Bin Laden could never be put on the stand during a trail, the things he would have had to say about America’s support for the mujahedeen during the 1980′s alone would have been a massive embarrassment.  Enough so that it would call into question American foreign policy decisions going back decades and right up to the present, especially taken in the context of US training and material support for the Syrian and Libyan rebels as well as the Iranian MEK terrorist group.

If Guzman were allowed to take the stand in a US courtroom, what would he have to tell us about the covert support he received?  What would he have to tell us about the Fast and Furious scandal?  This is a rhetorical question of course because such a thing will never be allowed to happen.

 No the US seems pretty convinced this was just a case of mistaken identity now that the facts are rolling in and have filled in the missing pieces. The "diplomats" seemed like they made a mistake and didnt follow protocals. Same thing happened in IQ a number of times with checkpoints etc. Dept of State is pretty low key as well, it will blow over.

 @ArcticWarrior Updated info:     They were going to the shooting range;   this was a whole confusion  ...   the navy guy was the driver & when the Feds tried to pull over them ,  the driver panicked & ran away.   Few kilometers ahead another Fed vehicle blocked the way and fired upon them so they could stop.    No civilians nor  hitmen were involved,   it was only a media cover.

I think there's a long way yet to get el Chapo or Miguel Treviño.       There's some sort of joint task force between FES & Army's High Command SF , together they are doing the dirty jobs. (of course with US guidance)

Whats your take on the latest that US "Embassy" and MX Marine  were "Ambushed" by Federal Police. The uparmored Toyota has over 30 bullet holes in it, with Diplomatic plates. The Americans were older guys, 49 and 62 and according to MX not US Military personnel. Cuernavaca is a rough place but lots of info is missing in this one.

 @ArcticWarrior Some reports state "U.S. Officials" were shot in car, where Mexican sources say "U.S. Embassay workers were in car. Theres a difference-right?

 

Also, only one that was wounded was attached to the embassy, the other, we don't know who he is:-) One thing, The Mexican Naval Officer had enough Klout to pull in backup. They were on their way to a military installation. Someone didn't want them to make it to their destination. (thats one theory).It was like a 4 mile jaunt, right? looks like an ambush. 4 car assault on an armored diplomatic plated car, w/US officials? What does that smell like?

 

 "This situation is unusual for Mexico", but not for terrorists. I predicted we would see a mix up of attacks from bombings to bulletts. This may be a sign that this change is on the way. Especially considering the new partnerships, missing ammo (what-like 14 tons?) from a U.S. Military installation, etc......There is allot going on here. Its started. Just my take.

As far as our "Diplomats" vehicle, no doubt someone knew and passed it along.

Where are At4's coming from?, sure enough not some local AZ Gunstore, Fast and Furious is childs play. Keep your eye on the manuverings, some Cartels seem to be getting great Intel, dont you think?  Also Notice we have MX Army hitting MX Navy personnel by "accident" in the Cuernavaca mix up. MX Navy (FES) has been taking a good many of the upper HVTs taken over the last 18 mos., look at the names and who nailed them.

 @ArcticWarriorI'd be as concerned w/chemicals ans A4s in this situation. I will be in the dark for 4 months this winter. Will take Jacks books, some of C's suggested reads, a jefrrey carr sugestion and this one. Thank You. Plus, my normal reading list and scientific studies. Breaks up the pathology reports:-) Gangs were never my thing or knowledge base. Zetas came to my attention w/their relationship with the Cartels.

 @ArcticWarrior Good Points. I will break down my take.

 

I think we are going to see a shift in MO on attacks directed at us, they will be unexpected.Now we see partnerships with mixed fighting styles, combine those and thats what we will see, plus some new innovative moves thrown in. Thats the change part and I see guns being bigger than bombs. Cyber warfare as well. Read iWar? WOW. Wonder what Lauras take on that is.

 

Its pretty hard to get to a destination in MX without an armored vehicle if you are not a bad guy. So I can see the need for the flashy rig that said "come and get me". Obviously, a threat was known, otherwise the Navy Commander wouldn't have been in that car and they wouldn't be heading where they were heading.

 

The problem is, standing side by side in any of these MX units-I am not sure if anyone can tell the good from the bad guy. This is a convoluted situation. Forget Blue on Green, Blue on Blue, this is outrageous with so many players and so much corruption.

 

The Navy guy in the Car was not injured, right? Whats the chance of that? Just curious. I always look at coincidences.

 

You can look at the HVT's, but time might be better spent looking at the AT 4 angle. You can look at the flight route from Iran to venezuela to Mexico that is wide open for a "possible" answer to where these came from. You can also look at MS (believe it or not). Syria is hot with this weapon right now, right or no? And we know Syria and Iran are pals.

 

The guy I encountered the other day was either a solution or a problem. Either way, he was heading north to an MS epicenter area. OR a federal agency. This thing is wider and bigger than we know.

It's not a secret that MARSOC was training the Mexican Navy's  Special Forces, and also  Green Berets were  doing the same with MX Army's SF.  

 

Also, the MX Army's tier1 unit , known here as "  High Command Special Forces" (Fuerzas Especiales de Alto Mando)  has sent some operators for joint training with ST6 (possibly some CAG operators have come to Mexico). But of course, as you know  this kind of situations are not that rare.

 

The situation that could ring some bells, is that an unidentified US unit was operating in Veracruz last year .

 If Im not mistaken, and maybe Im wrong, the only Unit I knew of in and out of Veracruz was a Cultural Support Team from the National Guard working with integrating gender issues. If you heard of someone else feel free to correct me, its been a few months.

CAG is of limited numbers and busy in places like Yemen and the Horn of Africa as well as A-Stan so Im certain they wouldnt have come down, if anything GAFE would have gone to Bragg for CT in COIN. I think the whole ST6 story is way over exagerated, you know how it is with the SEALs Hollywood has them everywhere.

But no doubt somethings brewing, Im sure the MX Army and FPs have it.

 That sounds about right. That is one of the reasons the place I work for decided we needed to do it ourselves and get after them, Fed help or not. BP does a good job, its a big open border and they can only do so much. The BORTAC Team is excellent.

 @ArcticWarrior Yeah, I spent years in San Diego and a lot of time going in and out of Mexico in CA and AZ. Sometimes after our, er, adult entertainment time, we'd be crossing back in late. Lots to see. It's been a while and I'm sure it's only gotten more sophisticated. In the early 90's they used cross the border on foot carrying those sacks. We saw several one night and tried to get Border Patrol to get involved -- they were just parked sitting in their trucks -- and their response was, "yup, they do it all the time. No way we can catch all of them..."

 In reality how it works is the flyer is in communication with the halcón's who are like an LRS or SR team up in the hills with glass and comms. They give real time info to the guys in the ultralights and the retrieval teams on the ground. Its fairly sophisticated in planning and execution.

If you ever hike the area on the border or the corridor DONT pick up any burlap sacks you may find...lol

    • In the IDF, 'Lonely Soldier' is a term that describes soldiers serving on active duty who have no family is Israel. These are volunteers that came to serve for 3-5 years. They typically go back to their respective countries upon completion. Most commonly, these are people who immigrated to Israel by themselves. I was one of them. While in Israel, I lived in an apartment building where the majority of people were lonely soldiers. It was located on the outer ring of Jerusalem, surrounded by four Arab villages. My roommates were two recon guys (like me) and one who worked in field intel. All of the other inhabitants were soldiers from various units, with most of them serving a combat role. It was a well known thing, especially to the Arabs in the village. Most of the time we wouldn't be there, but when we were on leave, we would come to the apartment for a little R&R. It was rare that the four of us were there at the same time, but once in a blue moon, it did happen. Each village had, as is customary, its own mosque. When the time for prayer came, the loudspeakers would call out to the faithful. It was OK, we were used to it. However, over the weekend they would make it a point to play the call to prayer very, and I mean VERY, loud. They knew soldiers would be in the building trying to get some sleep - recovering from several weeks in the field. This always annoyed me but there was nothing I could do. On this particular weekend, after an intense seven weeks of non-stop ops, all I wanted was to go to the apartment, sleep, eat, sleep some more and then sleep again. That weekend the four of us were at the apartment and we were all equally tired. We arrived Thursday night and after a small dinner and some beers, we went to sleep. At 0400 we all jumped.... The freaking loudspeakers at all four mosques began their call to prayer at full blast. Fuck.... We spent the remainder of the day trying to rest and every time we would fall asleep, again... The call for prayers, full blast! Over lunch, we all looked at each other and knew this had to stop. We came up with a plan. I know it wasn't nice, but at that point we couldn't care less about political correctness. Here's what we did. After some recon that night, we noticed that the call to prayer wasn't performed by an Imam or some other person with a microphone. It was a tape recorder that used a tape. We figured the four of us, experts in stealthy infils, could sneak in and steal those tapes. However, while we were planning the different infil routes for each village, we all smiled and did something better. We recorded Metallica's 'For Whom the Bell Tolls' on repeat on all four tapes and then waited till midnight. At midnight, each one of us - armed with a Metallica tape - headed to a different village. All dressed in black, we were careful not to be seen. We entered into the buildings and exchanged the tapes. We rallied back to the exfil point, a crossroad not far from the last village and headed back to our apartment. And then we waited... At 0350 we went to the roof with some coffee, opened some field chairs and waited for the show to begin. At 0400 sharp the first "call" came alive, full volume: Make his fight On the hill in the early day Constant chill deep inside ... Take a look To the sky Just before you die It's the last time he will Followed by the next, then the 3rd and 4th joined in. Full volume Metallica! Soon after, we heard sirens headed to the villages. I don't know what happened after that, but we had our own private concert, right there. No kidding, there I was... Metallica call to prayer
