EXCLUSIVE: The Maguindanao Massacre

On November 23rd, 2009 over 100 armed men descended on a convoy belonging to Filipino political candidate Esmael Mangudadatu.  The candidate was not traveling with his entourage, which consisted of dozens of people including family members and journalists. With a bounty put on Mangudadatu’s head, gunmen consisting of private bodyguards, off duty soldiers, policemen, police auxiliaries, a civilian armed forces group, and hired assassins converged on the convoy simultaneously.

Mangudadtu had been warned by his political rivals of what would happen if he chose to run for governor, and stayed behind when he sent his convoy ahead to register his candidacy.  Previously, a group of armed Ampatuans showed up at his residence to deliver the message in no uncertain terms.

Esmael’s convoy was halted on the way to file Mangudadtu’s Certificate of Candidacy by the Filipino National Police and Auxiliary. What followed was the ruthless slaughter of 58 civilians, including the rape and murder of women as well as the mutilation of their bodies. Additionally, 34 journalists traveling with the convoy were also executed.

Both Ampatuan and Mangundatatu are powerful families in the Muslim-dominated Mindinao Island of the Philippines. They have to be courted by the political establishment in order to be elected to office. Both families essentially constitute private Armies, the heads of each acting as shoguns over their personal fiefdoms. Perhaps the Western comparison is between medieval feuding family clans such as in Shakespeare’s Romeo and Juliet. As news of the massacre spread, the surrounding area was placed under martial law on December 5th, 2009.

The Filipino security forces who participated in the massacre have been released, as they are innocent until proven guilty, but it is believed that the bulk of the killing was done by Ampatuan hitmen and goons, the Ampatuan private militia as it were.



Reports of mutilation are further complicated by the fact that many of the bodies received additional damage when they were dug out of the ground.  The security forces responding had only the tools and backhoe available as there was no CSI type unit out in the countryside.  Therefore, reports of beheadings may be incorrect.

Under-reported, and nearly ignored, the culprits of the Maguindanao massacre almost slipped under the radar entirely after committing this brazen act of mass murder. The backhoe that was being used to bury the bodies and the vehicles driven in the convoy was identified by police flying over the kill zone the next day. Emblazoned on the side of the backhoe, it said, “Datu Andal S. Ampatuan Sr. Governor.”

When the convoy was initially halted, Mangundadtu received a phone call from his wife at 9:30AM who was in one of the vehicles. His wife managed to tell him that they had been stopped by Andal Ampatuan Junior, along with his men, who was sporting an M4/M203 grenade launcher. She also reported seeing the local mayor along with Ampatuan Jr. It was not until the morning after the massacre that Mangundadtu chartered a helicopter to look for his wife and signs of the convoy and stumbled across the mass grave.

The massacre itself did not stop Mangundadtu from partying it up over the next several days. There has been speculation that, as a Christian in a Muslim family, he considered his sister to be expendable. Having previously faced off with the Ampatuans, Mangundadtu knew full well that something was going to happen when he sent the convoy ahead to register his candidacy.  Mangundadtu may also have thought that the convoy would be safe as the Ampatuans would not dare to fire upon unarmed civilians, including women and the media.  Whatever the case, the decision to send the convoy without him proved to be disasterous.

Once the mass grave was identified, the Filipino Army moved in, declared a state of martial law, and secured the area. Not all the bodies had been buried as the gravediggers had to run as the Army approached. In the meantime, the Ampatuans and any freelancers participating in the massacre scattered to the four winds. Commandeering the Ampatuan backhoe found at the grave, they began the excavation. Having dug the huge pit, the Ampatuans had pushed entire vehicles filled with bodies into the hole and then flung additional corpses in, before filling in the grave.



The Army uncovered the grizzly scene as they attempted to piece together what had happened. Cars were riddled with bullet holes, the bodies of many of the women had been shot in the genitals. Finally, the dead were transported to the morgue after being recovered by the police.

At this point the Army initiated a crack down on the Ampatuans, raiding their buildings and facilities. This included the many mansions owned by Andal Ampatuan Sr. Andal Ampatuan did not believe in banks, he had his own vault inside his house and weapons caches buried under banana trees across his property. When Marcos was kicked out of the country in 1986, the reign of the Ampatuan began. Each subsequent Filipino president had slept in his house, which was more like a fortified military compound.

When the Army broke through a false wall in one Ampatuan warehouse they discovered military hardware, not unlike the private hoards that were found elsewhere. The caches uncovered included mortars, Israeli Tavor assault rifles, .50 caliber machine guns, ammunition, M60 machine guns, sniper rifles, and much more. As the Army moved in to secure these weapons caches, the BIFF Muslim terrorist organization swept in first, knowing where the secret stashes were located.  In many cases they liberated the weapons before the Army arrived.

Not helping matters was the fact that the Army would also strip the weapons they did find, selling the parts for money and only turning in the bare metal receivers. The Ampatuans also were forced to turn in their registered weapons, but this was just a drop in the bucket compared to what they obtained illegally.

As a part of post-9/11 counter-terrorism initiatives, the United States began helping allied countries to crack down on terrorist organizations, of which the Philippines has several. Part of this initiative included the transfer of weapons from the United States Government to the Filipino military. This military hardware was then confiscated and sold by corrupt Filipino Generals, the weapons ending up in the hands of the Ampatuans, among others.

Only two alleged perpetrators of the massacre await trail and possibly conviction. To this day, no one has been convicted of the massacre. It is estimated the trial of Ampatuan Sr. would last for two hundred years, as this is how much time it would take to sift through the large scale crime and all of the attackers and conspirators involved. At least six witnesses have been assassinated before they could testify. Others have subsequently been placed in witness protection.

Judges in Manguindinao did not even dare to initiate legal proceeding against the Ampatuan clan so the trial had to be moved to Manila.  For now, and into the foreseeable future, there will be no justice for the victims of the massacre of Maguindanao.

What a horrendous event. Glad that you've picked it up though Jack and that you are bringing it to light. I too had never heard of this before and likely never would have if not for SOFREP and the reporting here.

Jack may be correct about the beheadings being a result of the excavator's buckets' teeth digging in and ripping off the victims' heads. (btw, the machine in the photo is an excavator, not a backhoe, I'm not trying to be a dick). My Uncle's friend was working in a trench as a spotter for a machine similar to the one in the video, when the trench collapsed, burying him alive in 6' of soil. The operator jumped into the machine and while trying to rescue his friend who was buried for 30 seconds, went to deep and fast with the bucket and ended up decapitating his friend while trying to rescue him. Nasty way to go. Machines like that can lift over 8000 lbs with the hoe, so it's def not a job for trying to dig out bodies....

Sad story on both accounts.

 @ajgamble Heavy equipment is my "thang" you're 100% right that's an excavator, fact is that model is one that can't be imported into the US.  We have trade restrictions to prevent certain equipment manufacturers from killing our domestic market.  

 

A side note, your uncle's buddy must have done this years ago or outside CONUS; OSHA guidelines prohibit working in any trench that is above 4ft without a trench box.  The only way around that is a 4ft terraced step back but that has bearing limits as well.  Somebody had a bad day, and somebody else probably lost their business.  It's amazing what you can "feel" through an excavator, I can tell you the difference between tree roots and phone wires.  Fiber optics are a bitch, you'll feel it but it'll already be too late.  Bones and things feel similar to stones, dug up a body dump a few years back,  you could tell something was there but until you saw the remains you couldn't tell the difference.  Sorry about all that, thought you folks might enjoy a little background info.  Back in my box now.......

 Now PH2, you know that some crews will still excavate deeper than 4 feet without following OSHA. Christ, I have a bunch of contractors trying to skimp on the lay backs on my construction projects all the time. Typically, they don't put workers in the holes, but there will always be someone who goes in "for just a minute". My firms has to be very careful training our field engineers not to get into those excavations without shoring. As to "feeling" what you are excavating through, granted I have never run the equipment, but there are operators out there and artists. There is a world of difference in some young gun getting into an excavator or backhoe and hacking their way around from some of the operators I have watched who are incredibly skilled, and I would agree that could tell the difference from the resistance in the hydraulics.

 They are still coming. His son IV is writing with now (has been for several years) and they are still good. Don't know where you left off with his books but they are putting out 2 a year. One ususally in the Presidential series and then for the last couple of years into the two OSS series. You should check out the Philly police series. They are set in the 70's for the first 5 or 6 then using the characters jumps to present day for the last couple, which was a little jarring but still good stories.

 Glad we are past a lot of things - press gangs comes to mind too. Haven't read either of those. It is interesting the anti-war vibe with combat vets. Reading Powerful Peace now and you get that same sense. Logical that the vast majority of combat vets really don't want to experience it again but when push comes to shove won't mess around with just wounding. The story of Chris Kyle having to shoot the armed truck-jackers at the gas station comes to mind.

 @LauraKinCA I was very partial to the old Horatio Hornblower novels as a youngster.  Glad the USN is past all the old Rocks and Shoals regulations.  your right the enlisted experience is quite different, I've a number of friends that either went LDO or Warrant and they have seen both sides.  Sometimes novels give us a truer glimpse of ourselves.  I first read Robert Heinlein's Starship Troopers and realized that it was not only a look at how crew men lived aboard ships but that it was very anti-war.  Something you pick up from combat vets, a strong anti-war vibe.  But also an attitude that if you make me fight, you better expect a death match.

 Oh, for the days of Woody and Bo! It is a good rivalry. Glad to hear my perceived benefits are true. Had an Uncle who was career Army (ret. Lt. Col.) and my Dad went in the Navy at age 50 as a surgeon in San Diego, but their experiences would be very different from the enlisted man. It may be unrealistic, but many of my perceptions of the better aspects (and the worst) have come from reading and re-reading W.E.B Griffins novels. Can't get enough of them.

 @LauraKinCA Your on target with all your observations, the military has so many good points.  The discipline, family, training great benefits if you ask me.  The Maze and Blue toilet is a real crowd pleaser,  But I'll tell you the truth since Woody and Bo are gone the rivalry just ain't the same.  Besides a little good natured rivalry usually makes folks perform better!

 There you go teasing with the toilet stories again, but I assume this is one I will NOT like :) The 80's were pretty good to me, whooping it up in college, but I was very fortunate that my parents could afford to put me through college. I picked up the grad. school tab. I think the military is good for both helping kids get schooling and sometimes useful trade experience. Some also need the discipline that it forces on you. Correct me if I am wrong, but I always got the sense that it could also provide a sense of family for those who had lousy real families.

 @LauraKinCA Honestly, I found out that trying to do it on my own wasn't going to work so the Gi Bill, even the Monkey Ward Gi Bill I had, was the only way I could make it happen.  Kids want to make a better life for themselves just too many things stacked against them.  Hell I enlisted because I couldn't find a full time job that payed me enough to live on and pay my school tuition.  I had buddies that moved to California just to establish residency and get the free schooling.  The 80's sucked here in the Midwest.  U of M is a solid school, my cousin has a toilet in maze and blue, but that's another story..... ; )

 That is a bit of mileage!! Nerve damage has to really suck. Will you still love and respect me if I say I'm 3rd generation grad of U of M (8th in the fam to go then 3 more after me)?? I didn't like Chem either :) Undergrad is essentially geology through Engin. School then grad deg. from Berkeley in Geotechnical Eng., which is what I have been doing for around 18 yrs. Getting your degree while aflot is just another example of Mil. folk I have met recently that are attending on-line degree programs while serving. I shouldn't be, but it impresses me every time I hear that.

 @LauraKinCA Oh, I left out that I did pick up my degree in Photo Journalism from Old Dominion while afloat.  That only took eight years!  My minor in Chemistry is what killed all the time.  : )

 @LauraKinCA  @Old PH2  My original choice of vocation was construction, my dad talked me into college.  After two quarters at Ohio State I ran out of money.  Joined the USN with NO guarantees after schools and signing two one year extensions I ended my enlistment after ten years.  Spent a year getting drunker and meaner then got my head outta my ass and started work.  Signed on with a crew that chased Hurricanes from Key West up to NYC, this got me into Steel erection, rod busting, concrete forming, and eventually crane operation & heavy equipment.  Growing up on a Farm the equipment  side just came second nature.  If it has wheels, tracks, sails, or a small motor I can probably operate it.  Still have my CDL class A just in case, but I think this year with the new regulations requiring a physical I may end up loosing it.  Damn nerve damage, keeps me from operating Cranes and is generally a pain in the ass.  Life has been good to me, I've just worked harder than my body was made for.

 @LauraKinCA  @ajgamble Usually around first break if the kid isn't a total asshole I would explain to him that he should let go of the sticks when it bounces too much.  The cat stops and you can then roll forward, I would never tell them to run with the rows.  Guess I just couldn't help myself?  Good clean Hazing!  God I miss the USN, king of Hazing.  Ever seen videos from crossing the equator?  Especially the older ones?  THAT"S HAZING!

Ever turn a "Newbie" loose across a plowed field in a BobCat?  If they're really stubborn and don't understand about control oscillation it's a sight to behold.  I've personally seen fellows bounce their heads off the cage from nearly every angle conceivable, and still hold onto the controls enabling forward movement!  It's hysterical, and only moderately dangerous. : )

 Agreed! Besides, my more dangerous behavior was more than a decade ago. There has to be a statute of limitations for that! Now I have a bunch engineers and technicians working for me and I don't tell those stories as they aren't allowed to do what I did :)

Depends on the tone the GC sets for the job and how closely all the contractors toe the line, with the better ones smart enough to avoid alot of the stupid stuff that will get them fined/sued/fired for...HAHA yea I should've prefaced my story with "I knew a guy that" or "allegedly", but oh well. We're all friends here right? What happens in SOFREP stays in SOFREP? lol

 You'd be surprised what job sites this happens on (large residential developements and commercial sites), even in law-suit happy CA. Typically, though your higher quality GCs and subs don't push the limits too far. If we are sharing "I can't believe I did that" stories, I probably rode the excavator elevator hundreds of times as a staff engineer in MI entering excavations I most likely shoudn't have.

Most of this happens on residential jobs from my experience.  Homeowners have less resources and knowledge than a GC, so will hire people on the cheap to dig their pools, build retaining walls, etc. That's how I got started operating, working for a small company. Deeper than 4', the spotter would inevitably have to get in periodically to check it out, and I always got nervous as hell. Sometimes it'd be so deep I'd have my buddy grab onto the bucket of the excavator and I'd litt him out like a helo extraction lol (We also had excavator olympics, where we'd have one guy hang on the bucket and rotating the turret as fast as possible and lifting the boom and dipper, see how far we could "throw" eachother.). Looking back I can't believe I did alot of the stuff, but I did learn alot....There is a huge difference in someone who can excavate to precise dimensions, seperating the turf, top soil, and sub soil with a minimum of movement and overage, and someone who cannot.

       One thing I have seen is that younger guys who grew up playing video games catch on faster than older guys who are new to operating. But then again, if you don't grow up around this kind of work, driving tractors and using your hands for blue collar work, they mostly can't grasp the awareness you must have to use it safely and efficiently....

 @Old PH2 As far as Komatsu's, I know they are imported here because we do work for a Komatsu dealer and rig out new pieces all the time. Perhaps it's just certain models, I know they have exclusive Asian models and can't get parts for them in the US....AS for the other incident, yea you're correct, that was back in the 80's. They were digging footings for a new bldg, and laying drainage beneath it apparently. There was no cribbing or trench boxes in place and the trench was over 5' from what I was told. Bad juju though. When I was an operator just starting out, I worked for a family business and they were fast and loose with all the OSHA codes, and me not knowing any better always was digging as deep as 12' trenches to expose foundations or find drains, etc. Not until I went to a "real" company did I learn all about the right way to do shit....It is amazing what you can feel with a hoe, especially w/ new equipment, you can get within inches of a gas main and know where you are and feel the diff between rocks and pipe. As for digging for bodies, the teeth would catch and it would be messy to say the least. That's where a spotter you trust is invaluable, and can end up saving yours and their life by paying attention and giving good signals. Especially around gas and electric...

    • In the IDF, 'Lonely Soldier' is a term that describes soldiers serving on active duty who have no family is Israel. These are volunteers that came to serve for 3-5 years. They typically go back to their respective countries upon completion. Most commonly, these are people who immigrated to Israel by themselves. I was one of them. While in Israel, I lived in an apartment building where the majority of people were lonely soldiers. It was located on the outer ring of Jerusalem, surrounded by four Arab villages. My roommates were two recon guys (like me) and one who worked in field intel. All of the other inhabitants were soldiers from various units, with most of them serving a combat role. It was a well known thing, especially to the Arabs in the village. Most of the time we wouldn't be there, but when we were on leave, we would come to the apartment for a little R&R. It was rare that the four of us were there at the same time, but once in a blue moon, it did happen. Each village had, as is customary, its own mosque. When the time for prayer came, the loudspeakers would call out to the faithful. It was OK, we were used to it. However, over the weekend they would make it a point to play the call to prayer very, and I mean VERY, loud. They knew soldiers would be in the building trying to get some sleep - recovering from several weeks in the field. This always annoyed me but there was nothing I could do. On this particular weekend, after an intense seven weeks of non-stop ops, all I wanted was to go to the apartment, sleep, eat, sleep some more and then sleep again. That weekend the four of us were at the apartment and we were all equally tired. We arrived Thursday night and after a small dinner and some beers, we went to sleep. At 0400 we all jumped.... The freaking loudspeakers at all four mosques began their call to prayer at full blast. Fuck.... We spent the remainder of the day trying to rest and every time we would fall asleep, again... The call for prayers, full blast! Over lunch, we all looked at each other and knew this had to stop. We came up with a plan. I know it wasn't nice, but at that point we couldn't care less about political correctness. Here's what we did. After some recon that night, we noticed that the call to prayer wasn't performed by an Imam or some other person with a microphone. It was a tape recorder that used a tape. We figured the four of us, experts in stealthy infils, could sneak in and steal those tapes. However, while we were planning the different infil routes for each village, we all smiled and did something better. We recorded Metallica's 'For Whom the Bell Tolls' on repeat on all four tapes and then waited till midnight. At midnight, each one of us - armed with a Metallica tape - headed to a different village. All dressed in black, we were careful not to be seen. We entered into the buildings and exchanged the tapes. We rallied back to the exfil point, a crossroad not far from the last village and headed back to our apartment. And then we waited... At 0350 we went to the roof with some coffee, opened some field chairs and waited for the show to begin. At 0400 sharp the first "call" came alive, full volume: Make his fight On the hill in the early day Constant chill deep inside ... Take a look To the sky Just before you die It's the last time he will Followed by the next, then the 3rd and 4th joined in. Full volume Metallica! Soon after, we heard sirens headed to the villages. I don't know what happened after that, but we had our own private concert, right there. No kidding, there I was... Metallica call to prayer
