Well I would be certain that everyone is trust worthy first and foremost, thorough background checks and screenings. Physical fitness assessments are a great starting point since they tend to weed out the committed souls versus the non hackers. Most of all your initial procedures will give you a chance to observe behavioral patterns among the ranks; peoples attitudes, cliques they have, physical standards, leadership qualities, social status,etc. Sometimes some random dudes uncles clan status gives him higher standing among his pears. One thing to really keep in mind is to have realistic standards and goals for what you want. You have to account for the fact that you're not dealing with 1st world privates but probably some poorly educated and minimally trained local national.
