This puts these facilities in the top ten dangerous places in the world.

This report is critical to understanding how the State Department was drawing down security in Libya in the face of a rising threat level. It has never been discussed in Congressional hearings or the internal ARB that State conducted. The Undersecretary of Management, Patrick Kennedy, has some tough questions to answer.
