BERLIN—Germany’s top security official on Tuesday proposed giving more power to federal authorities to fill gaps laid bare by last month’s terror attack in Berlin, outlining a strategy that sparked debate in a country still sensitive over its dictatorial past.

The first attempt by the government to sketch out a response to a Christmas attack that shocked the nation looked set to face formidable legal and political hurdles after drawing fire from across the political spectrum.
