President Biden, who recently gave Kyiv the greenlight to launch US-made ATACMS missiles into Russia and shortly after that provided them with landmines, seems to be doubling down in his efforts to send as much money and military equipment possible to Ukraine before inauguration day.

According to Defense One, in a decisive move to bolster Ukraine’s defense capabilities amid escalating tensions with Russia, the United States has announced a new military aid package valued at $275 million. This initiative underscores the Biden administration’s unwavering commitment to supporting Ukraine’s sovereignty and territorial integrity as the conflict surpasses its 1,000th day.

US Defense Secretary Lloyd Austin, speaking from the ASEAN Defense Minister’s Meeting in Laos, is quoted as saying:

“Later today, the White House will be announcing additional security assistance for Ukraine worth up to $275 million to meet critical battlefield needs, and that will include munitions for rocket systems and artillery and anti-tank weapons.”

Components of the Aid Package

The Department of Defense detailed that the aid package includes:

  • Ammunition for High Mobility Artillery Rocket Systems (HIMARS): These precision-guided munitions have been instrumental in Ukraine’s counteroffensive operations, allowing for targeted strikes against Russian positions.
  • 155mm and 105mm Artillery Rounds: Essential for sustained artillery operations, these rounds will enhance Ukraine’s ability to engage enemy forces effectively. Estimates vary widely, but state that Ukraine fires off between 2,000 and 9,000 per day. That is a bit over 1.5 million shells fired since the beginning of the war in 2022.
  • Javelin Missiles and Anti-Personnel Landmines: The inclusion of Javelin anti-tank missiles provides Ukraine with advanced capabilities to neutralize armored threats. Notably, this package marks the first provision of anti-personnel landmines designed to impede Russian troop movements.
  • Air Defense Systems: To counter the persistent threat of Russian missile and drone attacks, the package includes advanced air defense systems aimed at protecting critical infrastructure and civilian areas.
  • Medical Equipment and Spare Parts: Addressing the logistical and medical needs of Ukrainian forces, these supplies are crucial for maintaining operational readiness.

This aid package is part of the Biden administration’s broader strategy to expedite military support to Ukraine before the transition of power to President-elect Donald Trump. The administration is working diligently to deliver the remaining $6 billion in security assistance allocated to Ukraine, anticipating potential policy shifts under the incoming administration. The items listed above are to be source from Pentagon stocks under the presidential drawdown authority.

Strategic Implications

The provision of anti-personnel landmines represents a significant development in U.S. military aid to Ukraine. These mines are equipped with self-deactivation features to mitigate long-term risks to civilians, aligning with international humanitarian standards. Their deployment is intended to slow Russian advances, particularly in the eastern Donetsk region, where Russian forces have intensified ground operations.
