“Madmen” from the Islamic State group would not hesitate to launch a catastrophic nuclear attack, US President Barack Obama said at a global summit in Washington on Friday.

Tame said while Mr. Obama has made nuclear security a key focus of his foreign policy, Russia’s decision to boycott this year’s talks has marred the final summit of his presidency.
