The White House issued a veto threat Tuesday over the Senate’s defense authorization bill, objecting to provisions it said would prevent President Obama from closing the Guantanamo Bay detention facility and result in Congress “micromanaging” the military.
The Office of Management and Budget said the legislation “attempts to micromanage” the Pentagon by “impeding the Department’s ability to respond to changing circumstances, directing overly prescriptive organizational changes, preventing the closure of Guantanamo, and limiting U.S. engagement with Cuba.” The White also objects to provisions that set an arbitrary limit on the size of the president’s National Security Council staff.
