According to Dick, after leaving SEAL Team 6, he returned to the Pentagon to create “Red Cell.” He initially handpicked several former SEAL Team 6 operators who would be asked to think like the terrorists they had been fighting for over the past two years.
Red Cell was a dynamic program that exploited base and facility vulnerabilities that might have otherwise been taken advantage of by potential terrorists. Dick Marcinko said that their analysis was a more realistic assessment of how the unit or facility would actually react to a terrorist attack than simple drills.
