US Navy Capt. M. Xavier Lugo, the mission commander of Task Force Lima and a member of the CDAO’s Algorithmic Warfare Directorate, highlights that adopting highly advanced technology in defense is more than just embracing innovation; it’s a strategic step toward enhancing national security. “However, the responsible implementation of these technologies is paramount to effectively managing associated risks,” he added.
Initially established in February 2022, the CDAO is instrumental in advancing the DoD’s adoption of AI capabilities. The office’s mandate includes integrating AI, data analytics, and data-driven policies across the DoD’s digital infrastructure—from the boardroom to the battlefield. By fostering a culture of innovation, the CDAO ensures that scalable AI-driven solutions are developed for both enterprise and joint use cases. This approach strengthens the nation’s defenses against both current and emerging threats. The sector ultimately reached its full operational capability in June 2022 and has since seamlessly brought together previously separated authorities and resources, including the Defense Department’s Chief Data Officer (CDO), the Joint Artificial Intelligence Center (JAIC), Defense Digital Service (DDS), and the Advancing Analytics (ADVANA) Office.
