L-3 Communications Corp., Link Simulation and Training Div., Arlington, Texas, has been awarded a $38,318,978 fixed-price incentive firm contract for the new Airborne Warning and Control System (AWACS) for Diminishing Manufacturing Sources Replacement of Avionics for Global Operations and Navigation (DRAGON) Flight Crew Training System (FCTS) program. Contractor will provide for development and delivery of a government-owned AWACS DRAGON FCTS. Work will be performed at Arlington, Texas, and is expected to be complete by June 30, 2020. This award is the result of a competitive acquisition with four offers received. Fiscal 2016 research, development, test, and evaluation funds in the amount of $19,005,100 are being obligated at the time of award. Northrop Grumman Technical Services, Herndon, Virginia, has been awarded a $12,115,572 modification (P00021) to exercise the option on previously awarded contract FA8540-12-C-0016 for quick reaction capability sustainment.  Contractor will support systems and support equipment for QRC 81-01, QRC 84-05, ALQ-196, USM-642 ramp test set, high-speed anti-radiation missile targeting system test set; GLM 10 test set; and ALQ-188 that involves over 2,811 recoverable items.  It also includes program management, engineering services, logistics support, depot repair, material management, technical support, all associated data documentation, and on-site support.  Work will be performed at Rolling Meadows, Illinois, and is expected to be complete by July 31, 2017.  Fiscal 2016 operations and maintenance funds in the amount of $12,115,572 are being obligated at the time of award.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.
