There is a higher attrition rate at O3 level normally anyways...people are either in it as a career or get out. Working around O5s that only care to make O6 and O6s that can't wait to get their stars can be frustrating. Nothing else matters and they will step on whoever to get it. I think it will all depend on who gets elected on the outcome of your question. Ask me again once the new president is elected.
